WhatsApp Business API pricing: what Meta charges a small business per message

Yevhen Kurapov, co-founder · Updated Oct 20, 2026

Meta charges per delivered message. Replies within 24 hours of a customer’s message are service messages: 1,000 a month per number are free, then $0.0034 each to US numbers. Messages you start are templates, charged from the first: $0.025 for marketing, $0.0034 for utility. Rates from Meta’s rate tool, 20 October 2026; your tool’s fee comes on top.

WhatsApp Business API pricing is per message. Meta charges for each message it delivers from your business to a customer, at a rate set by the message's category and the customer's country. Replies to a customer who wrote to you in the last 24 hours are "service messages", and since 1 October 2026 the first 1,000 of those each month are free for every business phone number. To a US number, each one after that costs $0.0034. Messages you start yourself, such as a promotion, cost more and have no free allowance. On top of Meta's charge sits the fee of whatever tool connects you to the API.

Below: what is free, what is charged, the US rates we read on Meta's own rate tool on 20 October 2026, a worked month at three volumes, and what tools add on top. We make ChatPal, an AI assistant that answers WhatsApp, so the last part covers how we charge.

How Meta charges for WhatsApp messages

Meta replaced conversation-based pricing with per-message pricing on 1 July 2025. Three rules decide your bill:

  • Only business-to-customer messages count. Messages your customers send you are never charged.
  • You pay on delivery. A message that never reaches the phone isn't billed.
  • Each message has one category, and the rate depends on that category and on the country code of the customer's number. A US store messaging a customer with a Mexican number pays Mexico's rate.

The categories that matter to a small business:

CategoryWhat it isWhen you can send it
ServiceAny normal reply: text, photo, list, written by a person or an AIOnly inside the 24-hour window after the customer's last message
MarketingA template message: offer, new arrivals, abandoned cartAny time
UtilityA template message about an order or booking: confirmation, shipping updateAny time
AuthenticationA template message with a one-time codeAny time

The 24-hour customer service window opens when a customer messages you and resets with every new message from them. Outside it, Meta only lets you send templates.

What you don't pay for

Five things cost nothing on Meta's side:

  1. Messages from customers. Every incoming message is free.
  2. The first 1,000 service messages a month, per number. Meta started charging for service replies again on 1 October 2026 and gave each business number a monthly free tier. Unused messages don't roll over, and the count resets at the start of each month.
  3. Messages inside a free entry point window. When a customer writes to you from a Click to WhatsApp ad and you reply within 24 hours, Meta doesn't charge for any category, including marketing, for as long as that window stays open. Meta's developer pricing page says up to 7 days.
  4. Replies you send from the WhatsApp Business app. If your number stays in the app on your phone while a tool uses the API, Meta says messages sent from the app stay free and don't affect API pricing.
  5. The WhatsApp Business app on its own. If you only use the app, with no API connection, there are no message fees.

US rates per message

Meta groups the US and Canada into one "North America" market. The rates below are the list rates in USD that Meta's rate tool showed on 20 October 2026, effective since 1 October 2026:

CategoryRate per delivered message, US and Canadian numbers
Service (after the first 1,000 a month)$0.0034
Marketing$0.0250
Utility$0.0034
Authentication$0.0034

Utility and authentication get cheaper at high monthly volumes through Meta's volume tiers. Meta can change rates only on the first day of a quarter (1 January, 1 April, 1 July, 1 October) and announces a rate change at least a month ahead.

If many of your customers are abroad, the rate follows their number. On the same day, a service message cost $0.0085 to a Mexican number and $0.0200 to a Spanish one. Meta's rate tool lets you pick any market and currency.

One more option is Meta's own AI agent, Meta Business Agent. Its replies are a separate category billed per token: $2.00 per million tokens, which Meta estimates at about 4 to 5 cents a message. The free 1,000 doesn't apply to it.

What a month costs: three volumes

Our assumptions, so you can swap in your own numbers:

  • All customers have US numbers, and they always write first, so every reply is a service message.
  • Every reply goes through the API: the AI assistant's, and your team's when they reply from the tool's inbox.
  • One reply is one message. A reply that also sends product cards is more: on WhatsApp each product card arrives as its own message.
  • No promotions. A single marketing message to 500 customers would add 500 × $0.0250 = $12.50.
Replies a monthExample businessPaid to MetaMeta's charge
450A salon answering about 15 chats a day, 1 reply each0$0.00
1,400A shop with about 25 chats a day, 2 replies each400 × $0.0034$1.36
3,800A busy store with about 60 chats a day, 2 replies each2,800 × $0.0034$9.52

At US rates, Meta's fee stays under $10 even at 3,800 replies, so the price of the tool you connect through decides most of the bill. Outside the US the picture changes: the same 3,800 replies to Spanish numbers would cost 2,800 × $0.0200 = $56.00.

What a tool or BSP adds on top

You can't send API messages without software in between: a Business Solution Provider (BSP), a Tech Provider, or your own code on Meta's Cloud API. Each charges in its own way, and its fee comes on top of Meta's. Three common models, with prices from the providers' own pages on 20 October 2026:

  • A fee per message. Twilio, a developer platform, adds $0.005 per WhatsApp message, inbound or outbound. On the 3,800-reply month above, with about as many customer messages, that is roughly 7,600 × $0.005 = $38 on top of Meta's $9.52, and you still build the chatbot yourself.
  • A fee per number. 360dialog charges from €49 per number per month and lists Meta's fees as a separate cost.
  • A flat plan for the software. Many inbox and chatbot tools charge a monthly plan and pass Meta's fees through. Check whether they also add a markup per message, whether Meta bills you or they do, and what counts toward their limit (contacts, conversations or AI replies).

Ask any provider one question before you sign up: "Who does Meta bill, and do you add anything per message?" For tools that answer WhatsApp with AI, our comparison of WhatsApp chatbots lists what each one charges.

What ChatPal charges for WhatsApp

Meta bills you, not us. When you connect WhatsApp to ChatPal, Meta's fees go to your own Meta business account. ChatPal's plans add no per-message fee.

ChatPal's plans (checked 13 October 2026, billed monthly, pricing), with WhatsApp and every other channel on all of them:

  • Free: 100 replies a month, 1 assistant.
  • Starter: $20 a month for 500 replies.
  • Standard: $50 a month for 1,500 replies.
  • Pro: $120 a month for 4,000 replies.

ChatPal counts the replies its assistant writes, including replies to your own tests; new accounts get a one-time welcome bonus of extra messages in their first month. Meta counts every reply sent through ChatPal, the assistant's and your team's from the ChatPal inbox. So on the three volumes above, assuming every reply is the assistant's, the total would be $20 + $0 on Starter, $50 + $1.36 on Standard, and $120 + $9.52 on Pro.

Keep the app if you reply from your phone. You can connect with Connect and keep the app: the number stays in the WhatsApp Business app, the assistant answers the chats you don't pick up, and your own replies from the phone stay free. Keeping the WhatsApp Business app with an AI assistant walks through what changes for your number.

Add a payment method in Meta's Billing Hub. Without one, Meta stops delivering replies once the number has used its 1,000 for the month. The replies still show in Chats, but the customer never gets them. ChatPal then emails the workspace owner and admins (and notifies them in Telegram and the dashboard bell if they turned those on), and the WhatsApp integration page shows a warning with an Open Billing Hub button.

What the assistant doesn't send. ChatPal's assistant only replies to customers who wrote first. It doesn't start conversations, send promotions or broadcast to a list.

How to keep the bill low

  • Answer inside the 24 hours. An AI assistant replies in seconds, so its answers always fall inside the window. A reply that waits until the window closes would have to be a paid template.
  • Reply from the app when you take a chat yourself, if you connected with the app kept. Those replies are free.
  • Don't split answers across many messages. Each delivered message is a separate charge once you pass 1,000. Product cards are worth it when they help a customer choose, but each one counts.
  • Send promotions with care. One marketing message to 500 US customers ($12.50) costs more than the service charge on the 3,800-reply month ($9.52).

If you're still at the stage of automatic greetings and away messages, WhatsApp auto-replies and when to add an AI chatbot covers the free tools in the app first. Everything the assistant does on WhatsApp is on our WhatsApp chatbot page.

Questions people ask

Not entirely. Meta doesn’t charge for messages customers send you, and each business number gets 1,000 free service replies a month. Beyond that, Meta charges per delivered message, and messages you start with a template (promotions, order updates, login codes) are charged from the first one, unless the customer came from a Click to WhatsApp ad. The tool you connect through usually charges its own fee on top.

On Meta’s rate tool, read on 20 October 2026, messages to US and Canadian numbers cost $0.0250 for marketing and $0.0034 for utility, authentication and service, in USD. Service replies are free for the first 1,000 a month per business number. The rate depends on the customer’s country code, not on where your business is.

No. Meta’s pricing page counts replies written by a third-party AI as ordinary service messages, at the same rate as a person’s reply. Meta’s own AI agent, Meta Business Agent, is billed differently, per token, at about 4 to 5 cents a message by Meta’s estimate. A separate policy for AI Providers covers general-purpose AI assistants, not a business answering its own customers.

Meta stops delivering service replies for the rest of the month. With ChatPal, the replies still appear in Chats but the customer never receives them, so ChatPal emails the workspace owner and admins and shows a warning with an Open Billing Hub button. Add a payment method in Meta’s Billing Hub before you expect to pass 1,000.

No. Meta bills your own Meta business account directly, and ChatPal’s plans have no per-message fee. You pay ChatPal a flat monthly plan, from free for 100 replies to $120 for 4,000, and Meta only for what passes its free tier.
